Some questions to ask yourself as you sail the seas of diplomatic intrigue and find yourself confronted with an issue...

#1.  What is the issue?

#2.  Does the issue really require action at this time, or can I simply do nothing?

#3.  What are my possible solutions to the issue?

#4.  Are there precedents I can learn from?

#5.  Are these solutions consistent with my foreign policy?

#6.  Are these solutions consistent with the treaties and agreements I have signed?

#7.  Do the possible solutions harm or help the economy of:

    -my nation?
    -my allies?
    -my rivals?
    -neutral nations?

#8.  Do the possible solutions hinder or help the defence of:

    -my nation?
    -my allies?
    -my rivals?
    -neutral nations?

#9.  Do the possible solutions complement or contradict the politics and moral standards of:

    -my allies?
    -my rivals?
    -neutral nations?

#10.  Can I modify the possible solutions to account for my answers to #4 through #9?

#11.  Do the possible solutions offer me a way out, if they prove not to work as intended?

#12.  Do I have the resources/assets/will necessary to successfully implement these solutions?

#13.  What is my preferred solution?  Is it better than doing nothing?
