According to the tech tree, you can't use 88mm guns in the anti-airship role at this time, only guns up to 1pdr/0.5kg size. Hence the batteries of Hotchkiss revolver cannon.


Meanwhile; I've been going though the 1907 budget, and it appears that when it comes to the SS06 class, there can be only one...

Baseline (0): High angle anti-balloon guns or machine guns (up to 1 pounders) = 1,000 feet - starting point for everyone.
High-angle anti-balloon guns are perfect for that role.

Historical anti-balloon guns usually were ~3" artillery on high-angle mounts.

Well it's the 'up to 1 pounders' that threw me - re-reading it now as 'machine guns up to 1 pounders' I think I understand...

So the four 88mm guns ahead of Bruno turret would be HA/anti-balloon/anti-Zeppelin weapons. :)

Looking at Jane's the older German PDs/ACs had heavy 1-pdr batteries, but by the DNs they were cut back to 4 or nothing, next class I design will probably cut back on them.
