Background :
The basic concept Snip had for NPCs is they would have an unstated strength.
That strength would be tied in a set ratio to the starting player nations.

Players however, would know what the 'big powers' had more or less.

Problem :

Looking at the Iberians and Norse for 'Colony count'
I realized that both new players had aggressively discarded older ships,
presumably planning on replacing them.

..but didn't.

So there's big powers with ill-defined navies.
With Iberia it's now 5 years behind, which is enough to generate an entire battleline.
The Norse are now 3.5 years behind. They just finished a twin 155mm, and they finish a quad 405/45 in 1917, they should be pretty far along on ships bearing them.

That's not good.
Rome / Wilno should know if there are big 405mm Norse BCs building. What's Iberia doing? Etc.

I would love to get players in those spots - heck if Foxy and Tac had come along *slightly* later they would be in those spots. Maddox would then be Thailand.
Very different dynamic then.
But that is not on the horizon.

Proposed Solution :
I have some time this weekend (Yay!)
A)  Fairly simple for me to simply make generic turns -Fixed Non-naval cost, track tech, and  keep building the existing vessels for a little bit, then build generics "6000ts 155mm cruiser".  Any future player could then define the cruiser. I can make a map where I track their colonial IC builds by province.

B) Much as A), but as I come to the 'generic' classes, each goes to the Ship Design thread for folks to volunteer designs for that country's needs.

I kinda prefer 'B'... what do people think ?
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

I think B would be a less daunting situation for a new player to inherit - lots to read up on, but not years of sim reports and ships to work out.

Plus, as noted, the rest of us would have a sense of what we're designing against.
