Olekit, considerng that most of your ships seem to have hull strenght above 1,0, maybe you could put aside some 50 tons of miscalaenous weight for
- torpedos
- spare torpedos
- Wireless Telegraph?

I would also suggest adding a belt to Type Tsesarevitch (2m main belt does not count) and Type Panteleimon. :)

Even Siam can take on the Russian battleline and win. Half the Russian battleships can only fire fore and aft, the other half will capsize straight out of port, or break in half due to insufficient hull strenght.

Oh and P3D, I am no longer the only one with Cruisers with strenghts under 1.00, half the Russian ones also are that weak, and much larger than mine.
