At this point the Japanese cruisers are basically glorified destroyer leaders, so the lack of proper armor is a risk worth taking. The next batch will have proper armor.

Refurbishment of the San Fransisco class. Main changes are converted to oil firing, new secondaries, and relined main guns from Iberian 305mm/40 to Japanese 12"/40, and added FC. Haven't calculated the cost yet.

Armament upgraded to the new 5/50" twins as used on the Fubukis, and misc weight used to add minelaying capability. Basically turning both ships into minelayers/colonial gunboats.

The Japanese Army has been clamoring for some modern fire-support ships for some time now, with the Takasago class PCs being almost 27 years old at this time and hopelessly outdated and the ex-Wilno battleship proving to be a bit expensive to operate. After some wheeling and dealing the Army managed to secure funding for a pair of modern gunboats, however the stipulation was made that they could not use 12" guns.

Japan desperately needs modern cruisers, the Azulas will rectify that problem, with good speed, decent armor (for a Japanese cruiser), and a very heavy rapid-firing armament.

Unfortunately the Army is being very insistent and all the 8" cruisers are either old or the four newish protected cruisers that the Navy still needs. Also I am entering the stage where I am limited more by dock space than by BP, hence why the Navy made sure the Army gunboats could fit in a 300ft dock.
