The Rock Doctor

The pride of the Lasksmanavati fleet, as of 1910, are these fellows.  Possibly inspired by Vilnius Union predreadnoughts - who can say, really, why that would be the case - they have a light-ish main battery and heavy intermediate battery.

If we did not have premade ships, then we'd burgle older Parthian designs.
But in this, they are free to make ships especially suited to their needs. They may wind up more Norse-like.
But Rocky gets to play a bit and hand off some ships.

Storyline wise Tac is correct.
There are almost certainly Laksmanavati officers attending the Parthian academies and actually Jefgte established that the Parthians train other powers in their Naval Gunnery School.

I'm going to farm out destroyers to willing volunteers (not named Jef):

1.  750t; engine year 1912, oiled-burning direct-drive turbines, range 5-7000 nm @ 10kts.  Single 110mm main battery, 60mm AA, 10mm MG.  Misc. weight for FC, night-fighting, mines, and up to 4x2 18" tt. 

2.  1,000t; engine year 1916, DD turbines.  Range/armament as above or higher, with up to 4x3 21" (3t) torps, basic hydrophones and baseline ASW gear.

3.  1,500 t; engine year 1920; geared turbines.  Range in the 7-10,000 range @ 10 kts.  Guns can be in 2-gun mounts, torps can be 4t units.  Still 1905 ASW kit.  Mines optional.

4.  As above but engine year 1924, and the 1910 ASW options.  No mines.

5.  As above but engine year 1928, and the 1915 ASW options.  No mines.

All designs should be moderately balanced for speed/firepower.  Seakeeping of 1.00 is adequate.  Units with ASW kit are more likely to be employed in screening roles than in independent/minelaying roles.

It is assumed that FC and AA guns are refitted later than the original build year, so kindly tally the cost of that gear in addition to the cost of the ship and I'll figure out the bookkeeping.
