Atlanta layout. The size is more driven by the range requirements and the length necessary to accommodate all the centerline mounts. I could play with thinning the armor and upping the speed to lean more anti-small things, but Im not sure how much smaller I can get away with making the hull as its already getting kinda fine.

I would be more of a fan of 140mm instead of 100.
Just because the foe was MTBs this time doesn't mean it won't be TBs or DDs next time.
plus if there are cruiser sized foes, the 100mm will be of limited use.
Armament is surprisingly "cheap" tonnage wise. 
I'd advocate reducing speed to pay for it, that's why my Ranger class is 29knots, but you like speed.

I want to emphasis something from the February Gun Research changes: 
The bore of the gun, in Cm, equals the maximum effective spotting distance of those shells in Km.

Granted, at night, longer ranges are not useful, and even when the BBs could fire at 14km, they had a really low 'to hit'.

The 45mm size did do well at Cheju-Do, so I can see why they get fitted.
The other side of that is they did well only at the closest of ranges, they really are ineffectual beyond ~5000m/3nm.

I think the 60mm box is a bit of overkill, you have a belt already, a thin protective deck vs. splinters would finish it.

With the additional speed, it can also function as a heavy destroyer leader. This is not a ship ment to replace the more conventional 140mm armed cruiser but as an extension of the secondary battery of the fleet. I'm thinking only 1-2 of them get built (depending a lot on what state my battleline is in). Being able to have a ship or two like this as part of the screen in a more confined environment is going to put more distance between Roman capital ships and smaller torpedo craft, should the capital units need to be committed against that sort of target. Now with the speed, its more capable of working as heavy backup to smaller, faster destroyers.

Technically your hullspace is over 133% now, so there's a sliver of something sticking up above the protected deck

LRC-15 resembles some of my Raider Cruisers....but a 0.44 BC on a 9000 ton ship? Seems a bit low. Though it has single mount 180mm guns on a 20m beam, so that works.
Why not just have a (much) narrower beam ? There's no TDS, so nothing gobbling internal volume.
Not sure what the 4x 100mm is for, that's 2 per side.

If 133% is the "limit", shaveing 2000SHP off gets me back under and allows for some additional tweeks to armor without a crazy impact to top speed.

As ranges extend, the bigger guns are more effective.
The 4 Parthian raiding cruisers are either 8x 180 or 10x165, while the earlier ships are typically 165mm.

As the conflict has continued, there is an identified need for more light patrol craft. The older ships, while still capable, are to few in number. They have also not be configured for minelaying/sweeping. The design presented below is meant as a minelayer/sweeper first, but alternative configurations may arise. As it is design primarily for costal work and their presence will free up more seaworthy ships for patrol work, the low overall freeboard is felt acceptable.

The Byzantines chose a more "muscular" version for patrols, colonies, scout, escort and the close protection of the BBs and ACs.

Protection of the battleline (whatever I have left of mine) is left to actual fleet ships. 30t of mines and sweeping gear is not viewed as adequate for the intended role.

An alternative take on the FC-15 requirement. The B design takes the same broadside of 6x140 and comes in at a little over half the cost. This comes at the expense of armor, what remains is felt to be workable against common small-craft rounds.

The LBS-15 program has been pushed back to 1916 due to a need for war repairs anticipated to take up most of the year. The designs are mostly updated version of the LBS-15 program, with the elimination of the 16x340mm design. LBS-16A is a modified Audax hull, while LBS-16B is a new hull. Both designs share a similar top speed to work with the Audax class, identical armament, and similar vertical protection. By virtue of being larger, LBS-16B carries more extensive and stronger horizontal protection, a thicker TDS, and has better ability to absorb hits.
