I like your naval summary format, easy read OOB font. I wound up splitting my construction off from my OOB.
Nitpick - battleship is mispelled for Fientlig.

I think you've got it set up so that you're paying maintenance on ships still under construction, but I did not try to trace the formulas.
I think your Naval summary sums all the tonnage, and I suspect draws the maintenance from that.
Since you list tonnage for two ships noted as under construction, that I presume gets added to that total.
