Naval Council - november 1915
Grand Admiral Izmar commander of the Fleet
Admiral Gûrfu - (Battleships flag)
Admiral Tremazy - (Destroyers flag)
Admiral Akim - (Cruisers flag)

1916 Expanding projects by Grand Admiral Izmar commander of the Fleet & Naval Council,

The Intelligence Services confirmed to the Byzantine High Command that the Parthians have 4 Tiamat battleships of 30,000 tons armed with triple turrets of 365mm guns and are preparing to laid down another series of battleships armed with 365mm guns quadruple turrets. With a Tiamat similar arrangement, the Parthian battleships are estimated at 35,000t and 16(?) x 365. They should be commissioned in 1921 In addition, our Romans friends have 410mm turrets but are more concerned about the Aztecs than the Parthians.
In the Atlantic, various Navies decided to build large and fast Battle Cruisers.
Accordingly, after consulting Naval Council Admirals.
It was decided to laid down in 1916, 2 x 30 700t battleships (Imperator & Imbraturia) and 2 others of 33 250t (Héraclius & Hartegos).
All battleships w'll receive the new T2 x 381.
The resources needed to build these battleships will be provided by:
The scrapp of 21kts torpedo boats.
As the fleet had 16 scout cruisers, a number considered sufficient, the program of new scout cruisers was postponed.
1500t Fleet Destroyers program is lightened.
700t and 1000t torpedo boats replacement program is under consideration.
Finish as soon as possible 2 x 25 800t battleships Bekatra & Salehi.

This construction program will be submitted for validation to Our Beloved, His Excellency, The Sultan of the Sublime Porte, Constantine XII.

(Timeskip)

In late Spring 1927, the Vilnius Union requests permission to:

-Fly one or two unarmed aircraft over Byzantine territory, on a route between the southeastern Vilnius Union and the south coast of the Caspian Sea and back again, in late September to October.

-Make use of Byzantine aerodromes, fuel depots, and lodgings along the north and east shores of the Black Sea.

The Union notes that this would constitute diplomatic travel for a member of the royal family and entourage between Vilnius and Rasht, Parthia.

Byzantium authorizes Vilnius Union to fly over its territory and make refueling stops at Byzantine airfields.
Accommodations will be made available for you.
The "Black Eagles" squadron will provide diplomatic escort to the entire length of the fly to the Parthian border.
Reconnaissance seaplanes will be prepositioned to secure the flight over the Black Sea
