Question :
Are we presuming that modified versions of the OTL treaties on the conduct of war exist under a different name and that we're all signatories?

IF Not,
Is there a desire for a list of those provisions so nations can sign up for the ones they plan to abide by?

OR
Is this a wild state, where the tactics of Genghis Kahn are tame by comparison ?
