Rohan has those techs, but you do not. Unless you are willing to get into a industrial patent squabble with them. But techs won't be so difficult to research.

As far as turbines go, it may actually be advantageous to keep the build date, slightly ahead, with the lay down date slowly catching it up, otherwise all the nations with turbine driven ships are going to have, for the lack of a better word, a lot of freaks. With the New Swiss and UK Navy's for one heavily dependent on Turbine propulsion, we could end up in a situation with those ships kept under any Grandfather clause, newer ships of greater tonnage, will not be able to match up to them. The Increased speeds of movement, do give the sim a certain edge, especially as there is not historical precedence for many of our more conventional designs.

I figured with the 'new' techs (AA guns, rockets), unless they were mentioned previously in the news as being ahead or behind, everyone would start at 'baseline'...

Only tech the DKB was researching in 1905 was +3 Turbines (was 24% probability (despite having been started in Q3/01...the unemployment rate for Ost Afrikan Scorpion Counters is currently at -140%...)

As there seems to be a new posting for technology lists...  is there also a change in what is needing to be done for a new nation picking out starting techs?  Sorry for the odd question, thought it would be good to ask the new proceedures that are listed in a different part of the board...  Trying to get things set up on this end to get moving once the green light is given and kinda needing a few hard facts to stand upon.

Have i missed somting or does all new nations start with around 1/4 as many tech points as already existing countries (5 vs around 20 for most countries already in the game)?

Yes and no. Some countries starting in 1898 have indeed reached such lofty heights. Others have not, and are only butting at +10.
Out of fairness, to allow new contris to catch up, these can take +5. First impression?

Quite natural. But there is more than immediately meets the eye. To get to those lofty heights of technology level the old gang had to spend lots of resources on research or trades. The resources which you will not have to spend. And often he who wins is the one with more hulls on the water, not he with bleeding edge of technology.
