Hmmm... -$0.005 'left'... Looks like the Japanese have a hard time getting their spending numbers right with all the planning and by the end of the month the government is like "crap, we spent $5,000 too much (using the inflation calculator, that's about $130,000 in today's money).

Looking at this report and previous ones, there are some minor errors when it comes to the BP under construction...
H1/1902 reports says $0.20 used for a BP in Honshu but the spreadsheet gives no money invested (and only $0.001 available that could be used).
H2/1902 reports says $0.20 used for a BP in Honshu for a total of $0.40 but the spreadsheet gives no money invested (no funds for that as $0.003 was spent too much).
H1/1903 reports says $0.20 used for a BP in Honshu for a total of $0.60 but the spreadsheet gives $0.20 invested for a total of $0.00.
H2/1903 reports says $0.10 used for a BP in Honshu for a total of $0.70 and the spreadsheet gives $0.10 invested for a total of $0.70 ($0.002 left).
H1/1904 reports says $0.10 used for a BP in Honshu for a total of $0.70 but the spreadsheet gives $0.10 invested for a total of $0.80 ($0.005 spent too much).

I mentioned for the 1902 H1&H2 and 1903 H1 reports that the $0.2 comes the $0.2 spent in addition by mistake in the Misaka class's naval maintenance ($0.2). I just updated the post and left the spreadsheets as is.

As for the "total" issue, the right column is actually what has been spent excluding the current half. So it's $0.10 spent in 1904H1 + $0.70 spent previously = $0.80 total spent including this half.

Also I ignore the thousandths place positive or negative in the remainder as long as it isn't close to the hundredths place since those are a pain to manage exactly. If it'll please you though, I can smash one of the three Airships in Japan to make it a surplus.

That was actually what I said. The spreadsheet is right but the above text is wrong. Both H2/1903 and this H1/1904 report say "BP  9, Honshu: $0.10 of $60, for a total of $0.70 invested". For the above, it should read "BP  9, Honshu: $0.10 of $60, for a total of $0.80 invested".

Personally, I try to keep the remaining budget at $0.000000 at all times (and positive as well) even if that means using a lot of decimals (but that's just me). It is not visible in the H1/1904 report but in the spreadsheet it says $2.56083036 spent on that 11th IC for Wei (which converts to 2,560,830 dollars and 36 cents in 1904 money :) ). ICs is where my leftovers go which is different from the way you do it.

I don't know why I wrote 33cm/40 as the gun being researched, it's a 36cm/40 (14"/40). This has been corrected in the post and updated in the attachment.

The sim report and attached spreadsheets have been updated with the corrected technologies halves. In addition, previously I had only updated the attachment but now I have also updated the post to show the sale of gun barrels to Britain.
