For France, diplomatic relations are on 2 levels:

After the loss of Elsas & Lothringen & the disastrous 1870-71 war with Germany => France dislike Germany
After Fachoda story in 1898 => people dislike UK.

=> France neighbors are not pleasant
There is a nationalism & patriotique attitude for much people.

They hope to have an allied in Europe abble to maintain Germany quiet & eventualy rehave Elsas & Lothringen.
They are going to work for " L'Entente Cordiale".

Note that Russian could be interresting by "Entente Cordiale"

A possible issue: Would we have had a Fashoda Incident?

Note that in the "Butterfly" thread, the Ottomans have kept Britain out of Egypt and Sudan - so the British aren't going to be showing up at Fashoda unless they come from somewhere else (overland via the eastern coast?).

Judging from the map, Fashoda is within or close to Ottoman-occupied Sudan. It'll be the Ottomans the French bump into...

...if the French are there at all. Remember our map shows a delayed scramble for Africa.

Maybe make up a fictional alternative to Fashoda to strain Franco-British relations?  Say a skirmish along the west coast as the two navies are looking for potential harbours?

Russia certainly would be open to talks with France regarding the two countries ongoing and productive relationship. They are certainly united in a certain common weariness toward Germany.

Russia is probably less keen on a direct alliance with Britain. Britain and Russia as of 1900 have less intersecting interests than France and Russia.

I was wondering if France would want to discuss possible terms (or non-terms) of an Entente Cordiale.  I was also wondering if Germany has declared any sort of 1898 Naval Law, or addendum of earlier laws.

I kinda thought that was governed by "Players can start influencing their nation at the meta level in 1885."
Treaties pre1885 are obligatory, post 1885 we can choose but need to stipulate non-participation. 

For Italy, the history was not that different, so the real world calculations that led King Umberto to sign the pre1900 treaties prevails. The biggest variable is the weaker AH, but AH is not so weak as to not be a potential threat. So you see the 1882 pact with AH& Germany for recognition/protection for the 10year old Italy, providing safety from France, Ottomans, and the 'ally' of AH.  Then in 1892 - which is optional- you see the pact with France which also provides safety from AH and the Ottomans.

Historical alliances can easily lead to a different history. It all depends on how the player controls his nation and the actions he takes. Hell even if a WW1 Great War does appear, if it starts in 1910 it is already a different history. :)
