Research still is not correct. It will only be $1 for each of those regions, so $2 total. If you want three, you will need to move an IC into Paris or Nord-Pas.

Currently Paris Center has 7IC and 6 pop
Research is IC-Pop : or 7-6 =1
... not 1.63.
And in 1901, after Paris hits 6.09 MM people, it will generate 0.91 Research

Also, if Paris Center means *just* the city of Paris, 6MM may be high unless you really want it there.
according to wiki :https://en.wikipedia.org/wiki/Demographics_of_Paris
about 2.7MM is appropriate.

So perhaps separating the city, at 2.7MM and 4IC (aka 1 research) from the surrounding 3.3MM and 3IC.
Combine that with the 1 research from Nord-Pas de Calais-Picardie, and you're at 2 research.
Or give the City 5, the region 2, and you have 3 research.

According to the populstat page, the Ile de France region had something like 4.7 million people around 1901. Adding Chartres, Orléans, Bourges, Auxerre, Troyes and whatever cities and towns there are in that area and between that area and Ile de France, 6 million seems like a reasonable figure.
Two things about that list:
1) China?
2) Where's Cochinchina? (should be a pop of ~3 there)

Well, if you are giving the whole of Cochinchina to China in exchange for a small bit of China, I guess I should not complain, but you should have told me about that gift exchange. ;D

In the N4 restart, France had no territory in China.
Zhanjiang is yours  :)
Note that Djibouti, Tunisia & Maroco are not french too.
