Since the signing of the London Straits Convention was in 1841, I assume it's still in place?  http://en.wikipedia.org/wiki/London_Straits_Convention

I would assume so?  Or at least partly in force?  The Ottoman Empire had previously attempted to get various powers to sign off on a similar treaty.  I believe most countries agreed to sign on.  The only one that refused was Austria.  Although Italy did make noises about how unfairly Christian subjects in Ottoman lands were being treated... (any percieved mistreatment can be remedied by applying in person to the Imperial Kennelmaster, or by submitting a written complaint to the Imperial Latrine Paper Corporation).

Had I read that a bit faster, I would have a keyboard full of lemonade.
You smug-faced crowds with kindling eye
Who cheer when solider lads march by
Sneak home and pray that you'll never know
The hell where youth and laughter go.

Or his desserts are small,
Who dares not put it to the touch,
To win or lose it all!"
