The Ottomans are having a design contest.  And yes I'm being very vague.  I want to see what comes up. 

A battleship between 10,000 and 11,000 light tons: slow speed, heavy armor, heavy guns. 

An armored cruiser between 8,000 and 9,000 tons: ~20/21 knots, heavy armor and heavy guns. 

A destroyer leader between 1,000 and 1,300 tons: flagship facilities, ~26 knots, heavy gun armament for a destroyer in exchange for no torpedoes.  Ships can be lighter than 1,000 tons if everything can be fit onto a smaller hull.  Some miscellaneous weight left over for refits. 

A destroyer around 425-475 light tons: light gun armament, ~26 or 27 knots, heavy torpedo armament, no need for long legs. 

A torpedo boat between 250 and 300 light tons: very light gun armament, ~27 or 28 knots, heavy torpedo armament, short legs.
