If I'm mounting heavy secondaries, I'd mount enough to be useful: ie, at least 4 guns per broadside.  I'd also put the 8" guns in turrets on barbettes, deck moutns really don't work well for larger guns like this.  To get the extra gun power, i'd reduce the range: 9000 miles is a LONG way to steam without a mechanical fault when you're using reciprocating machinery.

It's supposed to be main belt, 4' tall (same thickness?) as the deck. Not sure why you have an upper belt without a main belt as well.

You don't like my armored cruiser?  :D

This is the IJN's attempt to design a merchant vessel that can be ordered by Japanese shipping firms with government subsidized construction of the ships, in exchange for the Navy having priority of cargoes and also giving permission for the IJN to requisition these cargo ships during times of war.  They were designed with an eye towards being converted into troop transports.

These are built to merchant specifications, they are standardized cargo vessels, the production of which has been subsidized by the Imperial Japanese Navy with the caveat that they may be requisitioned for use by the Navy.  Specifically they were designed to be quickly modified to transport troops.
