Ruling on the Rules

Ok, seeing as we have had several areas where things are being discussed I feel I really need to lay down some rules on revamping the rules to allow the game to begin within a timely manor.


  • Seeing as the community desires by a large margin a two-currency system, a two currency system will be used.
  • Seeing as we have a working ruleset in the N3 rules for this sort of system, the N3 ruleset (with modifications as discussed below) will be used for N5.
  • Within the N3 rules, I am willing to discuss small changes to the following as they have consistently been raised as problem areas. These would not be wholesale alterations to the structure of the system in question, but to the numbers and posibly the mechanics only if needed to maintain simplicity. In no real order, these categories are:

    • The cost and speed of economic growth within the Pop/IC/BP system.
    • Technology and its research.
    • Upkeep costs.
    • Costs of ship and other construction. (This is the category that I am least willing to alter, but concerns have been raised)
  • I am not willing to dicuss changes to the folowing.

    • Wholesale changes to the structure of any rule or category mentioned above. Wholesale includes, but is not limited to: Changes that add unnecessary complexity to the system, changes that remove a system from having an effective roll in the ruleset as a whole, and complete replacement of a system with one that does nothing to reduce complexity compared to the system it would replace.
    • Ship modification rules (refit, repair, etc). These are tied to building costs and will be effected by those changes if any.
    • Ship design guidelines. The change to SS3 is the only change here.
    • Army and airship rules. Aircraft in a combat capacity are to far off at this point to worry about, and hence do not need to be mentioned at this time.
    • Naval infrastructure aside from costs. The system in place worked before.
  • Should I have missed any category or specific rule, consider it to be not up to alteration unless I have specifically said otherwise at a later date. I will update this list should any be added.
  • Should any system on the non-alteration list be desired to change, the proposer of this change must present evidence that the system is broken. Then given that evidence and the proposed change, the system may be opened for talks on changing it.
I feel that running with minimally altered N3 rules will allow us to have a game sooner, rather then continue to bicker about economic rules as has been the case for the past year and a half. I don't know about the rest of you, but I want to play and take part in all the entertainment the sim can offer. Any questions?

Not being an N3 veteran, I'm going to defer to the N3 experts on what worked and what didn't there.  Other than that, my main desires at the moment are to 1) get a final decision on what sort of changes can be made to designs and OOBs before game start; and 2) getting the rules and setting settled so we can get going.

Another announcement. A week from today, all proposals on modifications to the rules given the above categories need to be posted. Any new proposals that are not refinements of previous proposals posted after that date will not be reviewed or accepted.
