We could add the max age limitation - 20 years
That mean that 1895 ships must be scrap in 1915.
With that, old 1895 ships could "work" 5 years in the fleets histories.

We don't, actually, HAVE to have a maximum age, per se.  Look at how long SMS Zahringen and Hessen survived, albeit in secondary roles.  Or Hanover and Schleswig-Holstein, which weren't totally in secondary roles.
