About your navy construction, the cost change with the period
1860-1869 - cost x0.5 - max 120 000t
1870-1874 - cost x0.75 - max 120 000t
1875-1879 - cost x1 - max 120 000t

Coef 0.75 is cool but coef 0.5 is the top of the top (1860-1869; build 120 000t !!!)

That is interresting to work in detail to have the real cost & navy building plan.

I still need to design my ships so I haven't determined which ones will be laid down which years.  Some might be older than 1860s though, as in pre-steam all-sail frigates (in mothballs of course), but the individual state navies wanted to keep them so they feel important....
