This is the only rule, who speak to the construction of railways. And it's an old rule.

Railroads are an less important aspect of the game than the construction of ships, but they have a not insignificant interest, for the movement of the armies, the economy... Railways are one of the keys of industrial revolutions too, and participate to the growth of the economy of minor powers.

So, my question is relatively simple. Can we always use this rule or elaborate a new rule ?
The only difference, between the balls of July 14th and the French Revolution, it is the size of firecrackers and the direction towards which we launch them.

The mods have it on our agenda to discuss railways rules, but have not finished that discussion as yet. In many cases, railways simply appear as the result of IC construction. That does not cover the construction of railways for purely military purposes, so that's what we need to work out.
