Holland's government wishes to discuss with the interested powers a means to secure a stable Pacific peace.

1. Upon review of the events of the late lamented last Pacific War, the Dutch government concludes that a series of miscalculations and missed diplomatic opportunities resulted in that unnecessary war.     
       
2. Holland's government was approached recently in a manner that indicated ri her that a certain predatory state thought to exploit her, Hollands weakened position to expand its power and influence in a manner that would inevitably lead to another Pacific war.

3. To forestall this threat to international peace, Holland proposes an international conference of Pacific powers to resolve outstanding issues, limit the chances for misunderstanding and prevent war in the region.

Iberia assumes that the message would get to Madrid sooner or later.

The Iberian ambassador in Vienna would show up at the front door of Kingdom of the Netherlands Embassy to the Hapsburg Empire with the following note and an attached package (Iberian Orange Book)

"It has come to my attention that the Netherlands has had a change in government and wishes to attempt to patch up its relations with other nations in the Pacific.  Iberia has learned to its bitter regret that good intentions can end very poorly.  I would like to remind the government of the Netherlands the cause of our current issues.   Along with this note is the Iberian Orange Book.

Before Iberia will attend ANY conference with the Netherlands we require that private talks occur first to allow the restoration of diplomatic relations between our two nations.

Since New Switzerland's attempts at peace where dismissed due to ridiculous demands, New Switzerland will not be sitting down at any table with a Dutchman. If the Dutch want peace, let them show that they mean it.

Whose initial demands were ridiculous and who approached whom with those demands?

If NS wants to play it that way in public, fine, but the NvR government was not about to sell out the Kingdom or our allies on those terms which were the aims of NS in its war of aggression aimed at us.

The Reformist Republic of China sees no immediate problem with such a  proposal and will entertain it. However, private talks are recommended very strongly to occur first.
