Buenos Aires 2 july 1919

The NUS Foreign Minister Ernesto Gonzalo y Riviera informed the different belligerents that the waters of the Rio de la Plata are not a combat zone.

The NUS governement will not accept the installation of mines in those waters or naval maneuvers.
If the safety of Buenos Aires or the navigation of merchant ships are not assured, the NUS Government reserves the possibility to escort merchant ships or increase the presence of the NUS Armada in the Rio de La Plata.

The Imperial  Magistrate to the NUS Palo Mori de Ubaldini acknowledges the note from Minister  Riviera.

He replies that the Empire has no wish or desire to turn the peace and prosperity of the Rio De La Plata into a war zone.  The Empire will not emplace mines of Montivideo nor hold manuvers in the Estuary.  The only possible way that the current war in East Africa could spread to the Atlantic is if the New Swiss return to their historic tactics of Piracy.
