Is it just the guns and armor you need to pay for and are locomotives and wagons already paid for with the constructions of ICs?

That's what I'm hoping for, if it works ok. After all, a coast defense battery will have included lots of similar stuff as well.

Browsing some Polish pages, I tracked down that Polish armoured locos (modified Prussian G5) tipped the scales at 80 tonnes empty.
