Why you need 6000nm@12kts range at all? 3000@10-12kts would be adequate, the ship won't need to do even week-long patrols, is unusable for any kind of commerce raiding, and any long-range redeployment during war is risky - they are outgunned by most destroyers.

Make the 75mm guns AA, replace the heavy shields with something only MG-proof for faster training. This allows you to get rid of the 40mm guns altogether (at least 10 crewmembers). Reduce freeboard by 0.5m, these ships would operate mostly in calm waters, and that'd make most of the tasks done by the boat easier. Also reduce draught to ~1.5-1.8m, most of the stability would come from the bilge keels.

If you want CT armor, make it only MG-proof.

The whole idea is to produce a very cheap (and therefore potentially numerous) commerce raider on the high seas, to give my likely adversaries something to chase. For the same price as (for instance) that 12,000 ton cruiser above, 24 of these can be built. If well positioned to escape to sea before hand, that could mean a whole lot of enemy ships tied up trying to find them. If they get cornered by a bigger warship, the crew simply sets charges, jumps in boats, and surrenders.

Just for good measure: one more. It started with the idea of that 12,000ish ton cruiser but with bigger guns, and ended up being a sort flagship for the Ottomans. Speed is adequate to form a cohesive squadron with the other two Ottoman BCs, armor and armament is better. It really just turned out to be a German Battlecruiser, interestingly...

It would be completely outclassed but just about everything else out there building today, so I expect would be a poor investment, but nonetheless:

Its the speed...  it costs you a lot to get it.  What could you get in terms of armor and displacement for a top end speed of 23 knots?

Tasking the gunboat with commerce raiding is kindof suicidal. They would most probably operate in closed waters. Give the ship 100mm guns and two more torpedoes. But this is the kind of task that calls for submarines, not surface raiders that would be stopped by the first AMC they encounter.

About the big ship. I'd go shopping to see if anyone would build triple/quad turrets with 12-14" guns. The following is an extreme example - squeezed in lvl2 size. The ship won't leave the Mediterranean, and 5m freeboard is adequate, so I don't care what SS2 thinks about it. It also says bad steadiness, but 16.9s roll period should be fine. No heavy secondaries either, something had to give.

For a cheap, non-submarine raider, I would suggest a long range destroyer sized design built with a cruiser hull and 2x4" guns rather than the 75mm cannon. (I say that because most systems don't count anything under 3" as a viable ship to ship weapon...some even go as far as to make it so the 88mm isn't viable).

It could be done on a roughly 700 ton ship, but if you want speed and range to go with you limited firepower "cheap" raider, you'll probably need to go up to 1,000 tons....but you could build 12 of those verses one larger cruiser.

If you want a semi-powerful raiding cruiser with 210mm cannon what about two triple mounts and then 4-5" secondary to use against destroyers and gunboats?...Or build the raider and an anti-destroyer escort for when it it in confined waters before getting to the open ocean where it would do its work.   The anti-destroyer escort could be a Atlanta style vessel with lots or 5" type turrets as those and Brooklyn types are really good destroyer killers with their rapid fire main guns.

(It would be early yet for those designs, but the principle is there).

The idea would be to over armoe the raider yet have good speed so that even with only 6 main guns your enemies would need to send out something large and fast to engage you.  The speed cuts out most battleships.  The armor would cut out any cruiser guns from doing serious damage to you while your guns could make them pay for attempting to stop you.

That would leave your main enemy as the torpedo and Battlecruisers.

Ithekro: I have indeed kicked around the idea of (essentially) a Panzerschiffe, of say ~28 knots, 6x28cm, some secondaries (maybe 8 120mm, maybe less). We already have such ships in the Nverse, of course.

But for the moment, continuing the thought of a smaller gunboat, I get this. Now armored and armed with 2x105mm. This should still be more than sufficient to sink merchants, but would also be a tougher target for DDs at least. The Ottomans could still build these in great numbers.

P3D: I agree on Subs, and ultimately they are where the Ottomans are headed. These sorts of ships might be stopgaps, until the requisite tech is developed.

Trying to go smaller with 10x305mm and 23 knots doesn't really reveal much of interest, at least in quick tweaking.

Instead I got carried away, and go what's below. It feels like something Rocky or Borys would build. :)

As far as bigger guns: sometime soon, either by purchase, license, or eventually development.

Couldn't you get a standard 4x3 12" all centerline with 2 turrets superfiring?

Over all there only advantage is their speed.  I would be very willing to put my 13" DN's and the 13.78" DN's into a stand up fight vs. ships like this.  As after all I would have 4 of them vs. your 2 I would assume.

If you have 12" guns and good engines I would build a pure cruiser in the 30+ range.

The problem really lies in that there are no CAs in Nverse really. There are a few, granted, but in general everyone has either CLs (5-8000t 6"/15cm guns 28-32kts) or BCs (15-30000t, 12" or larger guns 25-32kts). That leaves a middle ground (8-15000t, 8-10" guns, 28-32kts) but it's either overkill for CLs or bait for BCs.

See, I like to imagine what might have been built if Washington hadn't limited "Cruisers" to 10,000 tons. I suspect that the Nverse is actually fairly well representative of what might have been. Several navies would almost certainly have hung with 6" armed light cruisers of various sorts, but I also suspect a few super-heavy-but-not-battlecruisers would have appeared too.

At any rate, here's this. If the Ottomans were to build anything this big, it would almost certainly be because they were building a flagship of sorts.

Or you could take a step backwards and design a fast predreadnought type ship.  4x12" guns and 210mm wing turrets with 4-5" anti-destroyer guns on a 30 knot hull.  You could even mount a pair of triple or quad torpedo tubes to sink those ships you can't take as prizes.  Armored to battlecruiser standards...or at least enough to withstand maybe 10" gun fire, so they have to send the big guns if they want you sunk.

Just to be different.  The 12" would be there for intimidation and in case they did come after you with a battlecruiser.  The wing 210mm guns would be the primary weapons for most engagements...especially if you could fit several onboard (or could manage 210mm triple turrets on the wings).

If you had the BP to build a pair of them I would go with that design to be honest.  I would expect that down the road you could replace the 12" triples with a twin 14" weapon or not.  The ship can out run all but a few ships out there and I can't think of any that it can't out run that it can't take in a stand up fight.
