Article V. Bharat agrees to pay France $1,200 for the territory of Kolkata.  Bharat agrees to respect the private property of the people of Kolkata.

Article VI.  People living in Kolkata have the right to emigrate from said territory before the change over in ownership occurs.  People emigrating are permitted to take their personal wealth.  Those wishing to emigrate cannot take items of economic significance such as machinery, etc but will have to sell them.  A joint commission will establish a fair value for such items and if no other buying can be found the Bharat government will pay for it.  (OOC Note 1 & 2)

Article VII.  No looting or further destruction is to be conducted in Kolkata by either party.  A joint commission will be established to confirm that this does not occur. (OOC Note 3)

Notes

OOC Note 1 It is expected that 2.7 Million people are going to leave the colony and to parts else where.  As a result of the fighting and emigration not only will the colony loose the 2.7 million but it will not receive bi annual growth till change over occurs.

OOC Note 2 The 2nd part of this clause is to prevent business from packing up their machinery and fleeing the colony with it; which will occur anyways just not to the same degree.  Also a large drain in wealth is going to occur as people take their savings, etc and flee.  The result is going to be that Kolkata will loose more IC and nations that get the refugees will get some free cash to invest in IC as the refugees setup new business, farms, etc.  This will cause another 2 IC to become damaged and there will be $75 to divide up among the refugee destinations.  Bharat with the terms of article VI can repair the damage as it occurs and will in effect be paying the nations that get the refugees.

OOC Note 3 The fighting in Kolkata caused the following damage to be done to the colonies economic infrastructure.
0.25 BP lost, 0.50 BP damaged and 1.25 BP intact
2.25 IC lost, 4.5 IC damaged and 11.25 IC intact

OOC Note 4 Damaged BP and IC don't produce while damage and damaged BP and IC will degrade over time to destroyed if not repaired.  We will see whats left but I suspect that when Bharat takes over they will get 15 Pop, 1.25 BP and 11.25 IC and the rest will have degraded into junk because it's going to take so long for Bharat to pay the $1,200.
