My previous comment stands.  When the cross-sectional hull strength exceeds the longitudinal hull strength, the ship's freeboard has room to increase.  You could add 0.1 m overall, maybe 0.2 m - which would improve seakeeping, stability, and steadiness.

Can you clarify - is this a fast battleship, or a battlecruiser, or do you distinguish between them?

Think it is neither fish nor fowl, too weak for a BB, and lacking the speed to be used as a BC.
Her belt is too low IMO, especially considering the 15-degree inclination and the fact that the belt is external. It also gives the hull some rather odd shape.
Her speed and protection is on scale with several ~23kto BCs that exist, and IMO that is not good enough for a ship almost 50% larger.

While it is hard to tell without a drawing, given the layout of the mina battery, I am somewhat worried about how well the huge secondary battery will fit.

My main problem is still the 26-27kts speed. What do you want to achieve by this? 3-4kts faster than the battleline, so if working with the old ships the speed is wasted. Working with the BCs is an option but there's only two and they have only 12".
If they are to operate together with the newest Holland frigates, they are slow. Also to catch new battlecruisers.

ESC IMO needs to lay down some new battleships (last laid down in...1909?), to increase numbers available, and it might not be the best idea to wait longer.
Have you tried an economy design with 22.5kts speed to counter French buildup?

You also have secondaries enough for two. 24x15cm? Which possible adversary has so many small ships?
