The 18KT AC have lower BC than the 31KT one (which BTW does NOT fit into a lvl 3 drydock by 2cm ;) ) but on the top view drawings the 18KT one has much fuller hull form with parallel sides amidships - and pictures for both are too fat.

By the drawings the 30KT one has 55,000 sqft waterplane area* compared to 50,000sqft by ss2.
By the drawings the 18KT one has 43,000 sqft waterplane area* compared to 35,000sqft by ss2.

*: To calculate waterplane area, I painted the top view black and used "Image J" to count black pixels.

A couple of whacks to the stem with a sledgehammer will take care of the length issue.

As to the pics, I suppose you're right.  It's interesting to know that they're both fuller drawings than the sim reports would indicate.

I just did the same calculation on my Enterprise class, and it came out about 10,000 sq feet too fat too, which is no surprise. Superimposing a modified plan outline on the existing that is a lot closer to the real BC reveals that deck arrangements wouldn't change, so I'm not too worried about it. A little bit of the difference, I think, can be explained by some flare forward (waterplane area is at the waterline, right?).

So far as length goes - trimming the bow angle to 9.8 degrees brings the overall length to 219.99 metres without changing anything else.  The encyclopedia listing will reflect this.

The Jade class depot ships are intended to support small deployments of mixed forces - sloops, patrol boats, submarines - which might be deployed to a relatively quiet and/or unimportant port.  The mixed bunkerage reflects the differing small craft which might be allocated to her - coal, oil, and diesel.

A run of at least four are anticipated, as the three larger Rubi-class depot ships have ended up being devoted solely to support of Colombian submarine squadrons.

The ship is designed with 1912-generation turbines, there being little practical benefit to the (theoretically, in-character) more expensive new 1916-generation turbines.

The protected cruiser Casanare, being of rather limited fighting value at this point, has been selected (to the delight of her crew) to be testbed for naval aviation trials.  Specifically, a sloped wooden ramp is being constructed forward, and a single small aircraft (a Gonzalez G-2 scout) is perched on top. 

Casanare couldn't support the additional weight without sacrifices, so the forward 14cm mount and her four 50mm guns have all been landed.  The ship is also unable to take on a full load of coal - her range has been reduced by 500 nm (10 kts) as a result.
