The Rock Doctor

A notional destroyer-leader/big torpedo-boat once new techs are done.  The gun armament might not work well, given the big shells and small, lively hull, but GC would not know that yet.  In the worst case, they could be removed and replaced with smaller twin mountings.

There might be room for additional torpedoes; I'd have to draw it out to be sure.

If I knock the machinery down by 1,000 hp, I might be able to add another 15 t to the flag facilities.

Ignore the 1950 lay-down; I just checked, it affects nothing.

I'm In Charge Here, GC Leader, type laid down 1950 (Engine 1916)

I think superfiring 5.5"ers forward might make her a bit bow heavy. Maybe go with a superfiring arrangement toward the stern, or all 3 on freeboard level instead? Might make more sense if she has to revert to twin 4" mounts instead. Doing that might make her a little tight on centerline space though...

With a little more freeboard, she could make a respectable destroyer-scout in the mold of post WW1 USN leader designs or large DDs from Italy OTL.

It seems to have more freeboard than historical vessels of similar displacement.
The first purpose of a warship is to remain afloat. Anon.
Below 40 degrees, there is no law. Below 50 degrees, there is no God. sailor's maxim on weather in the Southern seas

The freeboard isn't 16' forward and 8' aft, but I don't think it's an unreasonable height either.

The alternate armament arrangements are possible - as simmed, though, this is probably the arrangement that eats up the most hull strength.  The alternatives should be less...er...strength-consuming.

Here's a potential CSA response. Fits into the doctrine that ship might serve as both a flotilla leader, and a scout:
