I like the BB; nicely balanced, although arguably a little heavy on the secondary battery.

On the other hand, the monitors' secondary battery is distinctly underwhelming, especially the Baltic design since I keep hearing that the Baltic is TB territory.

I had talked with Eugenius about what his plans were for Ukraine. He mentioned a BB based on the other design with 3 more Main Guns and 4 more secondaries(I agree that is a bit much-I had to mount many as low casemates to have a chance for them to fit-It seems too tight still- I can remove a few).

The Monitors were supposed to replace the Predreds on a one to one basis. They were for Bombardment purposes. I felt the four Main guns would allow for a better throw weight. I could add more rounds per gun? I had based the design on a stretched Arkansas. Now that you mention it, the 4" are few in number, I shall remedy that.

The Cruisers are to be replaced by lighter, more efficient designs. I added the two Baltic Monitors to replace the 2 old ACs. The thought being they could offer a better coastal defence than newer ACs(plus they are cheaper  ;) ).

DDs to be replaced by better designs. I added the PBs to take over patrol missions from the DDs.

The APs were to add a Naval Landing capability after getting the 1905 Amphib Tech.

Hopefully, Eugenius feels these were good choices, that fit in with his plans. Overall I think it makes the Ukraine a small but potent force(though the Baltic will be a bit weak for a little while.

I now understand that monitors = coastal defence battleships.
Look at the various OTL Swedish designs for inspiration.
If for the Baltic, keep draught down to minimum - 6 metres is IMO max, as you are based from Lipava/Libau/whatever the local spelling is, or Riga.
60-70 rounds per main gun should be enough.
