A couple of comments

1) 3x3 8" is a good amount of firepower to be ure.

2) 8" belt might be over kill.  6.5" or 6" might do the same what level of fire power are you worried about?

3) Sea keeping and stability are nothing great.

4) Bunkerage is massive; I take it this is to do double duty as a raider?

Some is to replace older cruisers at colonial-duty,others is to act as a scouting group.
The long endurance is due to the widespread area from New-Foundland to the Baltic sea(Baltjiske Moore). ;D ;) ;)

What is overkill is the 3" armored deck. With the main belt shallow enough that it's top edge (and the armor deck) is below the waterline (at full displacement) AND unarmored parts are exposed if the ship is steaming faster than 12 knots that is a very unfortunate armor arrangement. That 3000t fuel is the equivalent of 2m extra draught compared to light conditions (waterplane area 2000m2, rounded up from 1500)
