Gran Colombia's previous need for colliers was rather limited.  In the pre-canal days, small squadrons would steam around the bottom of the continent to move from one coast to the other; they could typically re-coal at friendly ports on the way.  From 1905 to 1908, even this was unnecessary, and the three colliers on the Armada roster were employed primarily to move coal from the mainland to the various islands.  As such, the collier fleet - two ex-ACM ships and an ex-Island Commonwealth ship - was not expanded upon.

This has changed now that Gran Colombia has distal territorial possessions such as Coquimbo and Colombian Polynesia.  The ability to project power to these locations, or even just to transport large stockpiles of coal for routine operations, requires new ships.  As warships - and their bunkers - grow in size, so must the colliers.

The Tranquilidad class colliers are significantly larger than the older colliers in service with the Armada.  In total, they can carry over 13,000 t of coal, including their own supplies.  There is provision for a modest amount of cargo and passengers, as it might be more convenient to send these with the collier than to wait for the next scheduled freighter or liner; in wartime, this space might be put to use for extra gunners once additional weapons were fitted.  As it is, the armament is light, but there is space for more.

Two units are projected for 1911, with the possibility of one or two more later.

My guess is a few hundred (200) tons at most. You won't move that coal in larger than 1-2 ton loads, or even smaller. There's still a lot of shoveling down in the holds, and automatization is nonexistent.

An oiler version of the collier design.  Her actual range is 10,000 nm @ 10 knots - 50% oil fired, and 50% oil-sprayed coal.  The rest is strictly cargo oil.

Over the course of a war, it would not be difficult to amass and refit passenger liners into attack transports for amphibious operations.  Undertaking such an operation at the drop of a hat, however, would be problematic if the military relied on having the appropriate civilian vessels conveniently at hand for requisitioning.  Therefore, the Armada will commence construction on the General I class transports in 1911.

A purpose-built attack transport for emergency amphibious operations, the General class is designed to embark, transport, and land a Republican Marine assault battalion wherever they may be needed, including overseas destinations.  The ship is based on passenger ships of the era, but features additional steam launches for landing operations, turbines for sustained higher-speed steaming, and working space for Marines rather than ballrooms and casinos.

Two ships are planned for 1911, and long-term planning envisions eight in total, allowing an entire Republican Marine assault brigade to be capable of rapid deployments from each coast.

Tired of fleet train elements?  Alright, alright...

Exercises by the Battle Fleet have demonstrated that maintaining its coherency can be difficult in conditions of poor visibility (gun smoke, coal smoke, night, rain) and battle damage.  It was decided that a pair of cruisers, derived from the earlier Boyaca class, should be built to assist CinC Battle Fleet in exerting proper control over his force.

The San Lucia class cruisers are superficially almost identical to the Boyacas, but there are differences internally.  The bunkerage is mixed, and the armor scheme improved; minelaying equipment has been eliminated.  Instead, the ship features additional command and communications facilities, including working space for a flag officer and his staff.

In action, it is likely that one of the class would be functioning as flagship of the screening force of cruisers and torpedo-boats.  The other would either be operating with the scouting elements or pacing the battleline on its disengaged side, relaying signals and, if necessary, functioning as an alternate flagship if the primary flagship is disabled.
