The Baltic confederation seeks designs for a small fast destroyer for anti-piracy patrolls
in the Carribien;armed with 2 4" guns minimum, no torpedo-tubes ,but with a low draft

The Rock Doctor

Given a day or so, Gran Colombia will draw on its expertise in the region to submit one or more designs.

Aware that this might not at all be what you are looking for.
The reason for having mixed propulsion is to try and utilise the superior fuel economy of reciprocating engines as low speed. Most of the time it is expected that she will happily putter around at below 10kts, and then the turbines will just be fuel hogs. Her speed is fairly low by warships standard, but as she is intended for ant piracy operations this is not seen as a problem, even the fastest converted merchantmen (as it can be expected pirates have) is not going to exceed 15-16kts, so her speed is plenty to catch them (or run from them).

She got enough misc weight for a radio set and extra weapons lockers and conform facilities for the crew (embarked marines are expected to be part of the regular crew and do not require extra weight).

The Rock Doctor

I was thinking along the lines of a high-speed vessel, myself, for sprints out to the site of the trouble.  There's miscellaneous weight to support a wireless and a handful of ship's troops.
