I think ~15 knots would be fast enough - she's not going to pace the battleline at flank speed, and she's never going to be fast enough to escape enemy warships.

She seems quite over-armed to me.  The deck space of this ship is not so large, and a lot will be occupied by oiling-related equipment such as booms and hoses.  I think two to four medium caliber guns and a couple of machine guns would be plenty.

Ok, it is not often I can agree that a ship is overgunned, but in this case I think I dare say that she is.

In addition to increasing her cost, that could be some rather nasty consequences when butting a lot of high explosives on a ship filled by flammable liquids. If a fire were to break out, they could make it worse very quickly.

I think her speed is fine however; it is usefull for the ships of the fleet train to be able to keep up with the fleet on rushes.

The lighter armament if probably fine.  What are you expecting to encounter with this away from your escorts?  (World War II era oilers, well maybe half of them, are armed, but it seems mostly to counter aircraft, the 5"/38 cal being the largest weapon, and those were fitted t just about anything that could float in the USN).  The Armed Coliers of the ACM were designed to provide the equivalent of a protected cruiser with any convoy they were included.  This was to stretch the resources of the ACM and their long distance trade empire.  Also to keep pirates away.  Most countries don't require this level of protection as they have cruisers and destroyers to do that for them, or don't have the extremelly long distances to cover that the ACM did.
