The Rio Negro class is an enlarged version of the Orinoco class minesweeper, which itself is a modification of the El Banco class patrol sloop.  In order to render the class more flexible, they are intended to fulfill both the minesweeping and coastal patrol functions.

Condor Class Riverboat

The War in the Jungle (1903-05) with the Anahuac taught Gran Colombia a few things, one of which was the need for operational flexibility along the vast Amazon watershed.  On more than one occasion, battles were decided by the ability (or lack of ability) to land troops as reinforcements or blocking force, or remove troops from their positions.  It also became evident that reliance on civilian vessels for a troop transport function was chancy, especially in the early stages of a crisis.  Project Gator was conceived to address these issues, and led to the Condor class.

The Condor class, of which four are envisaged initially, are intended to transport a reinforced company of "River Rats" - V Jungle Corps - along the rivershed of Amazonas del Sur.  With a shallow draft, they can closely approach the shore, let down two gangways in the bow, and sortie out the troops in quick order.  Operating together, the boats can put together a light battalion; operating separately, each can land sufficient troops to restore order or run patrols.

The boats are armored against small arms fire, including the area forward which is not a forecastle but rather an area of raised plating to protect troops gathered in front of the sally-ports.

The armament is clustered forwards to provide supporting/suppressing fire during the landing/retreival operations

After considerable internal debate, this vessel has been classified as an armored cruiser and designated Luchador.  This is due to the ability of the ship to conduct high-speed independent scouting/trade protection missions and also to function as a second-rate battleship (compared to the Triunfante class, anyway) and stand in line of battle.

Luchador was designed with the lessons of the First Pacific War in mind, and these appear to be relevant with regards to the Second Pacific War:  active and passive defence against torpedo-boats and their weapons being the primary concern.  The 140 mm battery remains popular with the Armada as a secondary battery, and eight are placed in hull casemates on each side of the ship.  One additional gun is located in a casemate right at the stern - a late design modification intended to deal with any torpedo-boats that manage to put themselves directly aft of Luchador.  A sturdy torpedo bulkhead protects the ship from torpedoes and mines alike.

The main battery will be the same 305/45 gun used in the Triunfante class battleships.  Consideration had been given towards installing six twin 270 mm guns (the same caliber used in the old Audaz class battleships), and such a weapon could have been developed.  However, this would have been inadequate for line-of-battle operations, and since the trend in foreign battlecruisers and supercruisers is towards 12" guns anyway, the 270 mm concept was dropped. 

The requirement to be capable of battleline action dictates a heavier protective scheme than seen in foreign battlecruisers to date.  Her protection is akin to the Invencible class semi-dreadnoughts, so shoud be satisfactory against 12" fire, and adequate against 13-14" fire at longer range.

Luchador's machinery is the largest installation possible with current technology.  As Gran Colombia's petroleum industry is very young and currently limited in production and distribution, she will be built with oil-sprayed coal-firing boilers (90% coal).  However, given the ship's high freeboard, the general trend towards light machinery, and the promise of increased domestic oil supplies, it is believed that Luchador could be rebuilt in eight to ten years with oil-fired boilers allowing a top speed in excess of 27 knots, without degrading the seakeeping unacceptably.  For a Gran Colombian ship, she has exceptional operating range, primarily to facilitiate emergency deployments to Polynesia or Coquimbo, or for extended anti-raider missions.

Once in service, Luchador will replace the elderly Sentinela class armored cruisers, and will likely become flagship of the Pacific Fleet.  The need to expand port and slipway facilities in the Republic precludes additional units from being laid down until Luchador has been launched, but at that point - around the end of 1910 or early 1911 - two additional units are expected to be started.  Given the size and expense of the type, consideration is being given towards building a complementary class that is faster, smaller, and armed with the new 234 mm gun under development.
