Mauritus isn't transfered. To important as telegraph station.
Socotra is still in lease by the Germans.

Only Mozambique is transfered to Italy.

And the islands more south are still "available"

Even though I usually profess to know everything about anything, here I am at a loss.
I have no idea where, between the mouth of the Oranje and Beira, to place those bases.

Benguela appears to be the centre of notable coffee production - it would warrant a port.

The area between Walvis and Luderitz is currently the site of substantial alluvial diamond mining.  If these deposits are known in 1908, a second base at Luderitz would be good so that the deposits can be patrolled and the dredging operations can be kept safe.

Orange Chagos needs a port unless you want to rely upon somebody else in the Chagos.  This seems un-Orangely, given your skepticism of international relations.

None of the other locations strike me as really needing a port...

Benguela has been in Orange hands since 1902 or 1903 - Orange could had a built a port there during its ownership.

Chagos - Type 1 Base, with 1 Type 1 DD.

Maybe "Oranienmund" at the mouth of the Oranje River? To cover the coast north of Kaapstadt, and south of Waalvisbai?

Is the Natal coast covered?

If the diamonds are known - and I don't have any sources close at hand to say - a naval based would be at Luderitz.  Much value to be found there, and bases on both sides reduces the risk of trouble.

The locations I didn't mention strike me as just being redundant, unless you feel you need thorough coverage.

Hmmm in your case Type 0 coaling station is justified, as the Orange Chuvosa Islands (Chagos are expanded Diego garcia, right?) are next door to the metropole. The other countries need a Type 1 base to maintain their resident cruiser.

It must be a misunderstanding. I copied it without thinking from the "merchant marine size" thread, from the post giving the latest economic data.
I appologise for causing all this confusion.
