I don't see why the CSA should care if the target is civilian or military, after all, ALL the combatants have at one time or another targeted civilians, by both aerial and naval bombardments.

Looking at the general's name, it sounds to me like he's going to parachute hundreds of serial killers into the DKB, who'll start murdering various prostitutes during the nights that follow the dropping. :D
Regarding the parachute, he'll just use the excuse of "But it is a Da Vinci invention and hundreds of years old."

Shelling a target with military value and accidentally causing civilian casualties is one thing.
This is generally how it happens with costal bombardment- you mean to hit the port and instead get the fish market.

Crashing an airship into a city or bombarding a hospital for the heck of it is deplorable, however, and should galvanize the world to action against someone.

That depends entirely on both the intended target and the actaul effectiveness of the attack now doesn't it?

The Swiss don't have a good reputation to start with.  If they manage to wreck a DKB military installation, the DKB could probably convince a lot of people it was because the Swiss mistook it for an orphanage.

Strange because the only civilian targets I've hit so far are due to collateral damage from trying to hit military facilities in China by air.

like i said above though the inital fire is what would concern me.  Just because you take out the Government in the initial attack, dosnt meen that the fire wont spread to civilian targets.

oh and DF just get the damn thing there already so we can see what is going to happen. =P

Everybody does that- it's the cost of war.

There is a difference between
1.) intending to hit military targets and accidentally causing civilian deaths
2.) actually causing them intentionally by directly attacking population centers.

Hmmm, I just thought os something not entirely related.  Atlanta wasn't burned here.  Nor was there a march to the sea that destroyed everything in its path.

Perhaps this event still happened, but someplace else other than in the Confederate States of America.  (Makes one wonder if there is a significance in a Swiss class named "Atlanta"?)
