Maybe I should send over a gunboat to shell a Chinese hut...

Im just making good use of the fact the Chinese don't want peace, plus if I decide to bombard a Chinese village or capture Chinese ships no one can say anything since techniclly I'm still at war with her (not even a ceasefire in effect)

Perhaps, but you can still be at war without being on a war footing.  I'm wondering how long your civilian econamy can last under such conditions (you start being less a republic and more a dictatorship/police state at that point.  Might as well be the "Brown shirts")

The military 'overspending' is only $12. So the main effects are political, restricted personal freedom, and the current government staying in power by postponing parliamentary elections. So yes, a slow drift into totalitarian direction, especially with the Queen-of-Australia comedy going on.

Well actually this is the first time ever Ive placed my navy on war footing. Yes I fought an entire war on peace upkeep. I figured ships wouldnt last long enough for it to matter and that's exacly what happened.

My civilian economy never went into war footing and Im just using it right now to get some extra padding, I dont have to worry about going a little bit over.

Politicly I haven't had elections not because of war but because I'm too lazy. President Robinson's 12 years end in 1908, so I'll have an election then. But then again the Swiss political system is so screw up I don't even know how it works!
