The Heer

Surrounded by nations that lost territory in 1906, Bavaria has striven to offer little further provocation while maintaining a strong and well equipped army.

The Heer is organized into several Armies, each responsible for a separate section of the border in times of peace and controlling all assets in that sector.  The Armies are overseen by a General Staff which works to lay wartime contingency plans, identify resource allocation needs, train schedules, ensure uniform standards, and other work.

Conceptually :

Mobilized are the professional core of the Army.

Active formations have half the regiments nearly fully formed, and half consisting of reserve formations with a cadre active.

Fully Reserve formations are staffed at just skeleton level in the professional fields- pioneer/artillery/officers/armory, with active duty periods for the rest structured much like the U.S. National Guard- 1 weekend/mo, 2 weeks/year.

Generally these would be drawn from those who have served their time as conscripts, and simply are called back up for refreshers. In limited cases formations are drawn from volunteers who have already discharged their required terms.
