It's a decent Colonial cruiser. It's got guns and is more capable than a big DD. But not by a whole lot besides range. And that 45mm of armor is just enough to set the fuses on the main cruiser armament of everyone else.
It's quite similar to the Sayidda Patrol Frigates in result. It is just very difficult to fit in much on the 3000/0.75 ton hull.
For me, my ships are effectively storyline, and potentially a raider threat, not meant to accompany my fleet....unless my fleet has lost a great deal of vessels, in which case they would become screening ships to keep torpedo attackers distant.
It is true that the limit of 3000 t is restrictive. A classic Byzantine cruiser with 6x191, B100, 29 kts would really be a cruiser...but 4500t.
Snip has indicated that the Tech tree was supposed to have 1930s and 1940s technologies added to it.
I am thinking that when I have some time I will go back through Friedman's Cruisers and see if there's construction changes that would make moving those 0.75/0.9 cruiser tonnage limits upwards a valid concept. Likewise look at a cruiser tech that allows turrets.

That one is interesting. Better armored but lighter armed than the Sayidda, and most of that armament is aft.
I will note that if you're concerned with hull dimensions, you're combining a narrow BC with a two-gun 152mm mount and a 13.3m beam.
Omaha probably had a similar BC, but she had a twin mount and a broader beam at 16.8.
The Condottieri class
That is why my Sayidda had single mounts, and then casements built into the superstructure-I felt the beam/BC combo to narrow to justify twin/two-gun mounts.
As a foe, those guns are mostly aft and tot superimposed, and with two-gun mounts, hard to shoot around each other even if offset. So limited forward firepower, and questionable aft.
Both your ship and mine have a 6 gun broadside, your armor is better..mostly. The 165mm is 30% heavier than the 152, so the the ship's armor may been they are both vulnerable to each other at about the same range.
...makes me wonder about the Sayidda's successor, the Atossa.

The belt is a bit narrow, but that's the price you're going to pay on a hull this small, it just is what it is. I think it's a more capable little cruiser, as it's going to soak up fire from DDs just fine, and HE shells from larger ships don't have a chance of penetrating.

The main battery isn't triple stacked!
I liked the C16 cruiser.
I have finished building my 1925 Sayidda Maritime Patrol frigates,
and needed a new design for future ones.
I thought if I started with your ship and modified from there,
I might have good results, or learn some trick of shipbuilding.
The result was I noticed a couple things.

As far as I can tell, I copied the vessel accurately.
It came out a couple tons different here and there
and a 0.74 comp hull.
That makes me wonder what version of SS you are using.
I am guessing it's just SS3.

Comment 3 :
Your belt is listed as 107%.
I did notice your citadel area is 66%,
which compared to the normal 65% is 1.5% more.
So you manually altered the belt length instead of
Changing the hull %s and hitting default.
This means there is 93m of hull protected by the 80mm main belt- which comes with end bulkheads of 80mm,
but only 88.44m of hull protected by 35mm deck.
There's only 4.56m of citadel protected by 80mm belt and 20mm deck, but that is 5%.
It is not a big "golden twinkie", and not nearly as bad as several IJN ships,
but it is there.
This is something I've pointed out to others and it's included in the Ship Design notes but
citadel deck length for the armor deck is dependent on your deck length %s on the freeboard tab,
so folks should not be manually adjusting the belt to make it long enough.

Edit: Although it might not matter if one is using monolithic deck thickness the entire length of the ship.
I suspect that the deck issue Kirk brought up was the cause of the. 74. Deck is heavy, that's probably what happened.

Sounds like we're both running the right version,
so I'm very curious as to what is going on.
The SS I attached modeled the freeboard breaks the same as you, and has the same BC and hull dimensions, but a heavier engine.
I suspect the differences may lie in numbers Springsharp rounds/drops between the actual SS and the Report.
For example, long ago I asked how folks were getting even numbers for SHP, and found they had like 30.23455 knots,
but the Report was just 30.23, so I could not get the same result.

I do the same thing for tonnage
Draught 4.8833m to have a 7000t cruiser :)
If I put 4,89m => I will have 7002t >:(
I'm perfectly good having whatever tonnage but I will scuttle ships with random power outputs in my own harbours.
Well looking at the actual SS, those roundings were indeed the reason why my clone did not match up.
Different draft & speed at the least.
If you view Parthian ships, you'll see I aim for a Light Tonnage that is a 10's number (10, 100, 1000)
So the Sturgeon are 460, not 464 or something.
When I wind up with a 3004 ton ship , and I need it to be 3000, I add either shells, or range.
So my ranges are frequently weird.
For example I am calling my next Maritime Patrol frigate the Atossa A/B/C.
The 'A' currently has 9,580 nm of fuel, to get the light tonnage down to 3000.
Those ships have to wait until I finish the new 165mm and 130mm guns, depending if I build the A or B..or C. Very similar to Jefgte's in many ways, but I am trading armor for fuel (essentially) and a great deal more miscellaneous weight. However, since the goal is Maritime patrol, perhaps I should look
at Jefgte's slower cruise speed as a way of range with less weight. Alternately, the D version looked at
Diesels, but that did not work with trying to also hit a high speed and a light tonnage limit.
