IMO, to give enough maneuver speed;
2kts are short
3kts are the minimum
4kts are better

The USN really does not have the combat experience to show how necessary the additional speed is. Or the engines for that matter.

Alternative proposal. Larger, faster, more modern gun layout, thicker protected deck. Honestly, I like this one better, but its more expensive. Thoughts?

Personaly I would add 20 tons to the larger one, just so it came out to an even BP ammount and call it a day.  Much more capable ship IMHO.
