The budget strongly relies on selling 3 BP, at that $1.25 talked about elsewhere, things just don't work otherwise.
I'm estimating that the 140 x 78 ton Torpedo boats will be mobilized (hence the elite nature of the service), a collection of recent cruisers and battleships will be active, and the remainder of the fleet parked. Hence the 3 tonnage allocations.
In the end, I expect ~40,000+ tons to be partially constructed and in the ways, but I have no idea where the 5BP are going, it's basically a placeholder.
Overall, the little digging I've done it seems the Italians OTL sound like they overspent on armanents trying to build a force worth of France/Prussia/AH. Here, the 50% cap reins them in, otherwise I'd guess more like 75/25 mil/civ.
However, building IC will rapidly get them to the point they can afford to actually use their BP.
So here is the updated draft, pretty much finished at this point.

Army *draft* is posted - awaiting word on if specialist troops are going to continue being same strength, 50% more cost, and half power in exchange for being weaker than regular line in their specialty theaters.
Tech being researched will change once deals get worked out.
Oh, this still calls for selling 3BP on the "NPC Market" for $1.25 each.
Italy is starting with Terni (KC) armor plate, so if there's an interested party offering $1.5 per 1,000 tons of armor, we can deal.

It should be changed, but exactly how is TBD.
