Here's a spreadsheet with a cut at the Austro-Hungarian starting position. BPs have been adjusted from miketr's original settings to move all of them to the core country like everyone else. Other than that, I think I followed what he's posted.
[Minor update: moved a couple slips/docks arounds, since I was mistaken on where a couple of the ports actually were. :)]
Another cut at it, using the army units posted in the A-H encyclopedia.
A possible 1900 H1 for Austria. The focus is on improving the industrial capacity of the newer territories, along with improving 2 ports (Burgas and Costanta). Militarily, the KUK Marine is getting a U-boat and a pair of TBs, while the Heer is focused on modernization: it is upgrading the equipment of 6 of the Landwehr corps to modern standards and improving the 2 older fortresses to modern standards as well.
A possible 1900 H2 for Austria. Industrial improvement continues, the remaining reserve units with older equipment are upgraded to modern weapons, Fiume's port is increased in size, and Costanta gets a new S2 slip. The KUK Marine gets a second U-boat for testing, along with 8 more of the 260-ton TBs.
