IMO,

You have too much similar cruisers class & not enough TBs.

Oh, I don't disagree that the fleet's unbalanced.  But historically the USN didn't see a lot of need for TBs barring a war where someone else is attacking the continental US, and the current TBDs are too small for much deep-sea work.

Yes, USN is your reference but that's KWorld 's USN.
You could change the US naval politic of that period & modify the % of each class.

Indeed, my Russian navy is a classic Mahanian fleet. Notice the lack of commerce raiding cruisers and the emphasis on battleships (even in the Black Sea) and heavily armed and armored armored cruisers.

Thing is, though, I agree with the historical US lack of interest in TBs: TBs are a totally defensive weapon for the US, they're only useful  against a blockader or in the Caribean when it isn't hurricane season.  And who has the capability and interest to blockade the US?  The RN probably has the capability, but other than that......

You'll probably see an increasing number of TBDs and destroyers as the allowed sizes get bigger in the future, though.
