The IC is actually 75, I made a typo and didn't use round to the nearest full number.
Can I spend less money on my military than the maximum allowed (seeing as I am BP and not cash limited)? Also, do BP trades and shipyard construction count under our military budget or under our civilian budget?

Yes, as long as you do not spend more then 50% of your income on military, you can spend however much you like. If it is military work, it counts as military.
