I'm considering splitting cruiser construction between generally traditional light cruisers - using single deck mounts, and intended primarily for scouting and TB-killing - and a small armored cruiser akin to Hapsburger panzerkreuzers, with turreted medium-cal guns and the missions of whacking cruisers and protecting trade.
Design specs would be:
-Six to eight 194mm guns, in single and/or twin turrets
-Secondary battery of 140mm or 100mm is optional; AA battery of 65mm and 37mm guns
-Minimum armor is 7.5cm belts, and 2.5 cm decks
-Top speed of at least 30 kts
-Operating range of at least 10,000 nm @ 10 kts
-Minimum 300 t of miscellaneous weight for FC, etc.
What can you do with this?
Simple. France has already 6 of that kind.

Close, but France opted for deck mounts. The Colombians reckon that turrets are necessary for these guns.

I'm intrigued by all the heavy secondary batteries. I have to admit, my own temptation is to leave it out altogether, as was essentially the case with early historical designs such as Frobisher or Furutaka.
The CSA will not be officially participating in this competition, of course, but on a ship armed with 194mm guns, we too would think the secondary batteries to be superfluous. We might consider shipping something on the order of 4 smaller guns in the 88mm range for use in commerce raiding, when a 194mm gun is overkill, however.

I wouldn't build anything is the 10k ton region unless it had BB guns like my Huang Hun class. Well aside, its faster than my heavy cruisers and has thicker armor. Pretty good for whacking cruisers I think.

Tex, your economy design has no obvious flaws at first blush, although I'd omit the 1" upper belt altogether.
Korpen's Gonzales is the interesting beastie, but perhaps a bit too fast.
I kinda like this last Foxy design, except for the belt height being on the low side.
On the low end, I'm looking at this. The six single turrets, oddly, are only slightly less efficient than three twins from an SS point of view. Less practical from a field-of-fire perspective, but providing good redundancy during a brawl.

The Designers at the Italian Naval Academy had just completed some test designs for the new Italia Scout cruiser when the request for a new design competition came in. The need to put heavyer then anticipated guns on to a ship designed primarily for Scouting proved to be a very interesting exercise. The Desire to make the ships remain small and cheap to build still remained. I notice a small problem in belt length...
A slower, lighter Gonzales with some secondaries and somewhat improved protection. Still, I suspect she is a bit too large.

That's a lot of anti-airguns. And, whats with all the torpedos. Besides that, and the lake of a secondary, I like it.
8 AA guns, is just really my anesthetic taste. No real reason for them. The torpedoes are to make up for the lack of secondary and the lost of one of the main battery guns.
