The 2nd one is by far the better one. I think the mix of 17 & 24cm guns will just interfere with the shooting if used against a single target.
Another problem is that with barbarettes you should use 250ton FC, not 100 ton.
However, my main issue against them would be their speed. The main opponents to be judged against for ships such as this would be cruisers of all kinds. Her speed is comparable to the 1912 engine generation battlecruisers, against whom the ship is pure fodder. But the main problem IMO is that she is slower then most other cruisers as well, so even under the most favourable circumstances she would be unable to run down or keep away the hordes with 28-29kts cruiser that are around. I think it is worth to make the ship larger if that means getting 29kts max speed, both to be sure to get away from Swiss BCs and to keep up with Oranje cruisers.
At least 28kts to have the same speed as the other Brandenburg light/battlecruisers.
Something like this then? 500t heavier, and cost me 125nm range, but got 28kts. Also made the misc weight 250t FC, 25t LRW, 8t Torps, and the rest is extra..even though I though CRUISERS used the 100t FC. IDK, nor do I really care. Either way here is the updated version.

That's really weird, cuz in the SS it says oil fired boilers, steam turbines. Anyway I fixed the previous post, but Roon seems the be the superior ships, although Oden is a nice long legged colonial cruiser/commerce raider.
I think Roon is the better design, but that she needs another two knots or so to at least match the speed of Orange cruisers that may be engaged in trade warfare. The cost of that extra speed might be high, though.

I like it. But then again, I've had a bit of a thing for junior BCs lately.
I especially like that it fits in a type 2 DD, which is a handy attribute I think.
I see no worth in 50-70mm belts. You need 75-80mm to keep out 6" shells reliably.
I'd have 200 shells per gun.
Freeboard is a bit on the high side, you could save a few tons there imho.
You should not need that deep belt underwater for a cruiser. Small-medium calibers lose speed faster in water.
Bit too deep and too beamy ship with too fine lines.
Pretty decent ships otherwise.
I'm ok w/ a 7/1 L:B ratio...so didn't do anything to the width, but I hadn't noticed that the 9m depth had killed the BC to the tune of 0.448. So, I dropped the draught to 8m which brought the BC up to 0.511, still low, but acceptable. Decided that the casemates were a little old school, plus likely to get wet, so I went w/ all deck mounts. Due to deck space issues I had to cut them from 16 total to 10 total, but used the weight saved to up the armor across the board. Belts are now 175mm, turret face is 24cm, CT is 26cm, and barbettes are 175mm. Cost me 0.04kts and unfortunately seakeeping and steadiness.

Nice one.
Have you considered increasing her range a bit? If she will be used for scouting it can be expected that she will do allot of high-speed steaming for a slower formation, so 2-4000nm more range would be very usefull I think, perhaps at the cost of some ammunition (of which she got allot).
I see that weight creep already started.
I noticed that it is best to fix minimal requirements and stick to that. Extra speed, armor, etc. might increase the weight so much that a scratch design of the next gun caliber category (11-12" instead of 9.45") wouldn't be much more expensive.
The 29kts version is better, you are sacrificing (high-speed) range for a ship that is designed for the Pacific/IO.
