Torpedo boats and their progeny are just about the most difficult springsharp challenge for a novice (at least in my opinion). I've literally been slaving over these for a month.
At any rate, here are 3 study designs for a possible new standard CSA destroyer, 2 1000t designs with different main gun calibers, and one larger 1500t leader design (which of course I'd need to first attain the next destroyer tech to build).
I'm keen for some feedback on these, as I still feel completely at sea when designing these sorts of ships.

1. Why are your 4" rounds so light? SS default is 32lbs and your 4.75" is 50lbs. Double the weight only .75" bigger shell?
2. Did you mean 4x2?

Too light.
A 25 pounder is 3,5"/88-90mm calibre.
A 4 incher should be c.35 lbs.
The 50 pounds for the 4,8" gun is also on the light side.
But the shell weight is good - I'm personally considering development of a 50 pounder in 4,5" calibre for the KKK.

I think you guys are right about the 4". It should be 35lbs. I was banging stuff into SS from memory, and haven't got all of Carthaginian's shell weights right in my head.
The 4.75" though I'm pretty sure is a 75 pounder. I'll look it up again though.
The torpedos on the 1500 tonner would be 2x4, which I recognize as setting a trend. I suppose they could be 2x3, 1x2, or even 4x2 if someone thinks that 2x4 presents some sort of problem in the nverse. I might have a NEDS problem in those cases though.
The 1" mgs, like on all my SS designs, are perpetually screwed up. The smaller designs should have 3 twin mounts, with one on the centerline aft, the 1500 tonner should have 4 twin mounts.

IMO 75 lbs is 5-5,2" calibre.

From the CSA 2/1910 report:
4.75"/50 caliber 50-pounder $0.25 4rd half (note: identical functionally to RN 4.72")
So the 4.75" is a 50 pounder. Carthaginian was right about it being functionally equivalent to an RN 4.72" gun too. The 4.72"L45 Mark IX carried on interwar RN destroyers fired a 50lb shell.
Maybe the CSA just calls it a 4.75" gun, when it's really a straight 120mm?
As far as L/B and other issues: I'm going to take another crack at these this weekend, while I'm cooling my heals at my inlaw's. I'll keep it at triple tubes and under.

Ok, here are the two 1000t designs, redrafted to keep their l/b ratios below 12:1.
I actually like these a little better too. They give up a very little amount of speed, but gain fighting power. I was even able to cram a marconi into the 4" gunned design.
BTW: Carthaginian did indeed use a 25lb shell with his 4" gun, but for this study, I used a 30lb shell. I suppose if I ever put it in production, I'll be introducing a new shell too.
