I generally think they are to large and expensive, sweepers is something one want lots of.

The obvious answer would be; "to be able to lay mines". ;)
It is very common for minesweepers to be able to function as auxiliary minelayers (together with tramp freighter, ferries, fishing boats, liners and everything else that floats), primarily for defensive fields.
