I don't think the hull is deep enough to hold a 12" turret and barbette. 

Very low decks ...
Maybe it looks similar to Erebus/Terror monitors - they had the barbette sticking one story above the deck?
Hmm, of course, firing the 4 inchers might be mighty uncomfortable when the main guns start blasting ....
